Prior to the issuance of a license for a circus or carnival, the applicant shall deposit with the city clerk-treasurer evidence of a public liability insurance policy for the protection of the general public for incidences occurring at the circus or carnival in the sum of five hundred thousand dollars naming the city of Selah as an additional insured.
