Upon receipt of an application for a circus or carnival license disclosing the proposed time, duration and location of the circus or carnival, the deposit of the cleanup fee, license fee, and the evidence of public liability insurance, the local sponsor shall come before the council for the consideration of the application. If the council grants the license with any conditions it finds reasonable, the clerk-treasurer shall issue the license. (Ord. 572, § 1, 1975.)
