Any violation by animal or owner of any of the provisions of this chapter is a public nuisance. Animals are subject to impoundment and the owners are subject to enforcement action as outlined in Chapter 5.12, Enforcement/Penalties, or other chapters, sections and provisions which designate specific penalty for the violation or offense committed.
