(a) No person may maintain a private kennel or aviary except as permitted in this title in conjunction with Title 10, Zoning, of this code.

(b) Persons who have more than four dogs or four cats validly registered with the city prior to March 9, 1988, and who have maintained such animals on the premises continuously since that date, shall be permitted to keep and maintain those animals through their natural lifespan. Upon the death or relocation of an animal outside the city for thirty days or longer, the pet owner may not acquire another animal if such an acquisition would result in the maintenance of more than four dogs or four cats at his or her place of residence.
