The city clerk-treasurer or other person as may be designated by the mayor shall keep a correct journal of all proceedings and, at the desire of any member, read back the status of any motion or vote for review by members present. Any member may request a poll of the members present on any subject before the council. The results of said poll shall be recorded as a matter of the record.
