The agenda shall be made up by the city clerk-treasurer or other person as may be designated by the mayor the Wednesday prior to the council meeting. Items to be brought before the council by the city staff must first be approved by the city administrator and submitted in a completed form by twelve noon of the Friday prior to the meeting. Items submitted by council members must be approved by the presiding officer prior to inclusion on the council agenda. All items submitted following the above-stated time and date may be submitted to the presiding officer prior to the meeting. The presiding officer shall determine whether the item shall be submitted to the council for a vote for inclusion on the agenda; provided, however, a majority vote of members present may override the action of the presiding officer or in any event add any item to the agenda.
