Any person receiving a notice of violation may appeal the determination to the city council. The notice of appeal must be received by the city clerk/treasurer within ten days from the date of the notice of violation. Hearing on the appeal before the city council or its designee shall take place within twenty days from the date of receipt of the notice of appeal. The decision of the city council shall be final.
