"Water or sewer facilities" means storm, sanitary or combination sewers, pumping stations and disposal plants, water mains, hydrants or appurtenances connecting to the public water or sewerage system, and as further defined in RCW 35.91.020. (Ord. 678, § 2, 1978.)
