A shut-off valve shall be installed on the pipe leading from the meter into each property served and no branch pipe, bibb, or fixture of any kind shall be connected to the pipe between this valve and the meter. This valve shall be installed and maintained by the property owner or water user; it shall be for his use in making extensions and repairs of the plumbing upon the property, and it shall be accessible at all times and, where necessary, a suitable box and key shall be provided. In case the water is shut off from any service which is not provided with such a valve or with one which is not in good condition, the property owner or water user shall make arrangements to install, repair, or replace such valve. The water shall not be turned on again until such valve has been installed, repaired or replaced. (Ord. 1136,, 1994.)
