It is unlawful for any person to allow rubbish to accumulate or a fire nuisance to exist on any premises where fireworks are stored or sold. It is also unlawful for any person to discharge or use fireworks in a reckless manner which creates a substantial risk of injury or damage to property or persons. (Ord. 893, § 1, 1987.)
