The fund shall be used for the purposes of purchasing real property, providing for improvements thereon, use as matching funds for state or federal grants or loans, expenditures for planning and development of the park site, and for all other capital expenditures necessary for the development of the park site described in the application for funding by the city of Selah to the Washington State Interagency Committee for Outdoor Recreation on an application dated in January, 1975.
