(a) The fire flow requirement shall be determined by the approving authority under the provisions of this chapter and, as applied, shall be based upon criteria established in the "Guide for Determination of Needed Fire Flow" as published by the Insurance Services Office. A copy of such standard in the form it was adopted shall be filed in the office of the clerk-treasurer and available for examination by the public.

(b) The required pressure in the mains figured at ground elevation shall be not less than twenty pounds per square inch, unless special conditions as governed by the city adopted International Fire Code would allow an exception as authorized by the approving authority.
