(a) In case of conflict among the International Codes adopted by reference in this title, the priorities established in RCW 19.27.031 shall apply.

(b) Pursuant to RCW 19.27.090 certain zoning requirements, building setbacks, side and rear yard requirements, site development standards, property line requirements, subdivision requirements and general land requirements are contained and reserved in other enacted ordinances and policy documents of the city. Enactment of this title does not abrogate those requirements. In case of direct conflict between the provisions of this title and such other ordinances, the most restrictive shall apply. Provided, in cases where the community planner of the city believes that application of any provision of the International Codes adopted by reference in this title interferes, directly or indirectly, with a land use policy as set forth by the adopted ordinance or policy document, he may refer such conflict to the city council of the city of Selah for formal determination of specific priority which shall thereafter govern. Such determinations shall be adopted by resolution and kept on file with the building official for public reference. Such determinations shall be made at an open public hearing. Notice of the time, place and purpose of the hearing shall be given by one publication in a newspaper of general circulation in the city at least ten days in advance of such hearing.
