Within ten calendar days after the short subdivision application is determined to be complete, notice of the application shall be sent by first class mail to all owners, as shown on the records of the Yakima County assessor, of land located within three hundred feet of either (a) the land proposed to be subdivided, or (b) any land adjacent to the land proposed to be subdivided which is also owned by an owner of the land proposed to be subdivided.
