Whenever any person is interested in the vacation or alteration of a recorded binding site plan, the procedures set forth in Sections 10.50.014D through 10.50.014H shall be followed, except that this section does not apply to the creation of lots under Section 10.50.014J, and except that modifications to binding site plans that are determined by the city administrator to be minor may be reviewed and approved administratively.
