When a motion is made and seconded it shall be deemed to be in possession of the council and shall be stated by the presiding officer or, if in writing, read by the city clerk-treasurer previous to debate. The motion may be withdrawn by the maker and the second prior to a vote. (Ord. 972, § 14, 1989.)
