All new lots and developments shall be served by a public water line in accordance with the city of Selah's 2014 water system plan or hereafter amended, and maintained by the city of Selah. All water lines shall be capable of providing the minimum water system pressures established by the Washington State Department of Health and described in WAC 246-290-230(5) and (6). In accordance with these Department of Health requirements, the city of Selah must be able to provide domestic water at no less than thirty psi at all service connections throughout the distribution system. The water system must be able to provide this minimum pressure at all existing and proposed service water meters, or along property lines adjacent to mains if no meters exist. The city is not required to meet the thirty-psi minimum pressure during fire suppression events, but must be able to provide twenty-psi minimum pressure at ground level at all points throughout the distribution system during a fire suppression event. In the event that approval of a development would result in water pressures less than thirty psi, the city shall not approve the development, and the developer shall be required to install and dedicate the necessary system improvements to attain the required water pressure. Furthermore, if a customer requires higher pressure, then the customer is responsible for installing and operating pumps and ancillary equipment, at their own expense, to increase the pressure after the city's water meter.
