As used in this chapter, the following definitions shall apply:

"Consumer" means the person using the service.

"Equivalent residential unit (ERU)" based on an average day demand (ADD) of five hundred forty-four gallons per service and a maximum day demand (MDD) of one thousand seven hundred eighteen gallons per service. All other nonsingle-family residential services will be assessed a multiple of the "per ERU" SW Basin Water Pressure Benefit Area/Capital Cost Recovery Fee based on their projected ADD or MDD water volume.

"Minimum charge" means the rate each metered service shall be charged no matter how many consumers use the service in any one month.

"Property owner" means the person owning the property according to the Yakima County treasurer's records as the person owing real property taxes.

"Service" means the activities described in this chapter incident to the availability of water supply to consumers.
