Any obstruction violating this chapter is a nuisance, and upon failure to abate the same, within thirty days after the sending of a notice to the owner and occupier of the premises requesting the abatement of the nuisance, such representative of the public works supervisor as he may so authorize may enter upon the property to remove or eliminate the obstruction. In such event, the cost to the city of Selah of the abatement of the nuisance shall be a lien upon the property. The cost of such abatement shall, in addition, be a personal obligation against the owner of the property upon which the nuisance was maintained, and shall be recovered by the city of Selah in an action before any court of competent jurisdiction.
