If, upon written complaint by any resident of the city of Selah, or upon written or oral report of any duly elected or appointed official of said city, or upon its own motion, the city council shall determine that any person is in violation of Selah Code 7.06.010, it shall cause a five-day written notice to be served upon the owner of the property wherein or whereon the violation has occurred, which notice shall direct the said owner to correct the condition constituting the violation. Such notice shall be given by mailing a copy thereof to the owner as shown upon the records of the Yakima County treasurer at the address shown thereon; and if no owner or address is shown thereon, a copy of the notice shall be posted upon the property and shall also be published in one issue of a legal newspaper in the county. The notice shall be effective when mailed, or when posted and published, as the case may be. In the event that the owner does not comply with the said notice within the said five-day period, then the city council may, by resolution describing the property involved and the condition constituting the nuisance, require the owner to abate the said nuisance by removal or destruction.
