(a) In addition to the penalties provided for in this chapter for noncompliance, any condition caused or permitted to exist in violation of this chapter is hereby declared a public nuisance. As such it may be enjoined or abated. All of the costs expended by the city in an action to enjoin or abate the nuisance, including police investigative costs and attorney's fees, shall be recoverable as part of any judgment in the city's favor.
