(a) Upon receipt of any application, the clerk shall issue a temporary license as required by Section 6.66.070(a). Upon completion of the necessary investigation the clerk either issue a permanent license or shall issue a notice of nonissuance and the reasons therefor.

(b) The clerk shall issue a permanent license or licenses applied for only if, after investigation, the clerk finds:

(1) That the panoram premises for which a license is required herein and at which panoram devices will be placed or at which panoram managers will be employed is a building or structure that complies with the requirements and standards of this chapter and that it is a location that complies with requirements and standards of this chapter and the city's zoning code; and

(2) The applicant, his or her employee, agent, partner, director, officer, stockholder or manager has not made any false, misleading or fraudulent statement of material fact in the application for a license or in any report required to be filed with the clerk. (Ord. 1646, § 1, 2005.)
