Nothing contained in this chapter is intended to be, nor shall be construed to create or form the basis for any civil or criminal liability on the part of the city, its officers, employees or agents, for any injury or damage resulting from the failure of an applicant or license holder to comply with the provisions of this chapter, or by reason of or in consequence of any inspection, notice, order, certificate, permission or approval authorized or issued or done in connection with the implementation or enforcement of this chapter by the city, its officers, employees or agents. This section is specifically intended to include, but not be limited to, a complete grant of immunity from prosecution in favor of police officers and other city employees and agents engaged in covert or overt enforcement of this chapter.
