Every pawnbroker shall report all transactions within twenty-four hours to the chief of police on such forms as the chief provides. The reports shall be a full, true and correct transcription of the records of all loans, sales, or purchases made and transactions had on the preceding twenty-four hour period. No report shall be required on Saturday or Sunday but shall be submitted on the succeeding Monday.

If a pawnbroker has good cause to believe that any property in his or her possession has been previously lost or stolen, the pawnbroker shall promptly report that fact to the chief of police together with the name of the owner, if known, the date when received by the pawnbroker, and the name and address of the person from whom it was received.
