No person may maintain a private kennel, aviary or stable on any property without first obtaining a permit for a private kennel, aviary or stable from the animal control officer. Any person desiring to obtain such a permit must file an application on a form provided by the city with the animal control officer or his/her authorized representative containing such information as the animal control officer shall require.
