The owner of a dangerous dog shall not suffer, permit, allow or cause a dangerous dog, whether said dog has been previously designated or is deemed dangerous pending an appeal hearing, to go beyond the premises of such person unless such dog is securely leashed by a leash no longer than six feet in length, and muzzled.
