No person owning or having charge, care or custody of any wild animal or operating any wild animal establishment shall fail, refuse or neglect to keep all wild animals under proper confinement on the premises, or cause, permit, suffer or allow any wild animal to be or run at large, nor shall any such person maintain any wild animal on or within any premises in such manner as to endanger the life or limb of any person lawfully entering such premises.
