Dogs are permitted within city parks and playgrounds; provided, however, that no person owning or having charge, care or custody of any dog shall cause or allow the same onto any city park or playground at any time unless the dog is restrained by a substantial leash, not to exceed six feet in length, and in the charge of a person competent to restrain such dog; provided, however, that dogs are not permitted within areas of parks or playgrounds where play structures and toys have been installed.
