(a) It is unlawful for any person or entity to engage in a fundraising car wash without first applying for and receiving the license provided for in this chapter, and it is unlawful for any person or entity to engage in a fundraising car wash without using the car wash discharge collection device required under this chapter.

(b) A separate fundraising car wash license is required for each fundraising car wash event and for each car wash location within the city where a fundraising car wash event will be held.

(c) The administrator shall prescribe the form of applications for a fundraising car wash license. The administrator shall also prescribe the form of the license, number the same, shall indicate thereon the permitted car wash location for the licensed fundraising car wash, and shall provide the applicant with the car wash discharge collection device.

(d) Fundraising car wash licenses shall be issued for specific car wash locations within the city and shall not be transferable from an applicant to another person or entity. The car wash location for the car wash cannot be changed. Any transfer from the applicant to another person or entity or any change in the car wash location for the car wash shall require the issuance of a new license under the chapter.

(e) The applicant shall be in possession of the fundraising car wash license during the car wash event and shall display the same if requested to do so.

(f) The applicant also understands that the location of the car wash must first be approved by the city of Selah code enforcement to ensure proper facilities. (Ord. 1684, § 1, 2006.)
