As used in this chapter, the following words and phrases shall have the following meanings unless the context clearly requires otherwise:

"Administrator" means the public works director or his/her designee who is responsible for receiving and processing applications for a fundraising car wash license and application for the use of a car wash discharge collection device.

"Applicant" means the individual or entity applying to the city for a fundraising car wash license and for the use of a car wash discharge collection device. The applicant is the person or entity who will be responsible for the device's use and its return to the city.

"Car wash discharge collection device" means the device that the Washington State Department of Ecology has provided to the city that will collect the discharge from car washes and the device that is required to be used with fundraising car washes within the city.

"Car wash location" means any site, premise, lot or location or any portion thereof within the city at which any fundraising car wash is conducted.

"Fundraising car wash" means any car wash conducted in an effort to raise funds on an intermittent basis whether for profit, charity, or other purposes. Fundraising car wash does not include any licensed commercial business within the city that provides car washing services as a regular and substantial portion of that business activities.

"Group" means an assemblage of persons regarded as a unit due to common interests or goals. (Ord. 1684, § 1, 2006.)
