Any person subject to this chapter, who fails or refuses to apply for a utility occupation license or to make tax returns or pay the tax or penalties when due, or who makes any false statement or representation in or in connection with any such application, or who otherwise violates or refuses to comply with the provisions of this chapter, is guilty of a misdemeanor, and each such person is guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this chapter is committed, continued or permitted, and upon any conviction of any such violation, such person shall be punished by a fine not to exceed five hundred dollars for each day or portion thereof which such person is found guilty of noncompliance with the provisions of this chapter.
