The applications, statements or returns made to the city pursuant to this chapter shall not be made public, nor shall they be subject to inspection of any person except the mayor, city attorney, city administrator, city clerk-treasurer or his designee, and members of the city council; provided, that this section does not prohibit the city clerk-treasurer from making known or revealing facts contained in any return or disclosed in any examination for official purposes.
