The persons engaging in business not subject to the provisions of this chapter are:

(1) Bowling alleys and poolhalls (Selah Code Chapter 4.02);

(2) Cardrooms (Selah Code Chapter 4.06);

(3) Dance halls (Selah Code Chapter 4.10);

(4) Motion picture theaters (Selah Code Chapter 4.18);

(5) Spraying or dusting shrubbery and trees (Selah Code Chapter 4.22);

(6) Circuses and carnivals (Selah Code Chapter 4.26);

(7) Carrier buses (Selah Code Chapter 4.36);

(8) All occupations or businesses described in Selah Code Section 4.34.040;

(9) Nonprofit corporations existing pursuant to the laws of the state of Washington;

(10) Any instrumentality of the United States, state of Washington or political subdivision thereof;

(11) Newsboys engaged in the sale or delivery of newspapers, magazines or periodicals to the public;

(12) Any person operating a business as a sole proprietorship without full-time or part-time employees who devotes less than five hundred twenty hours per year to the business.

(13) Any person or business whose annual value of products, gross proceeds of sales, or gross income of the business in the city is equal to or less than two thousand dollars and who does not maintain a place of business within the city shall be exempt from the general business license requirements in this chapter. This exemption does not apply to regulatory license requirements or activities that require a specialized permit. The business license fee shall not be refundable in the event a business licensed pursuant to this subsection unexpectedly earns less than the two thousand dollar threshold.
