Application for such license shall be made to the city clerk and such applicant shall file therewith a statement of his qualifications, experience, place of residence, work in the two years last preceding the date of his said application, a list of his spraying and dusting equipment and a copy of his proposed fee schedule. Applicant before being issued a license, as aforesaid, shall be passed on by the city council of the city of Selah. The city council before granting said license shall determine that the applicant has sufficient experience, ability, equipment, knowledge of the proper use of spray materials and their application and good moral character.
