It shall be unlawful for any person, firm, partnership, corporation or association to operate, conduct or have open to the public any theater at which moving pictures are displayed or exhibited unless the owner or operator of said motion picture shall have first obtained from the city of Selah a license so to do, hereby designated as a theater license.
