It is unlawful for any person to dispose of any garbage, rubbish or commercial refuse within the city except as provided in this chapter. Garbage and rubbish shall be collected from each dwelling unit a minimum of once per week. Recyclable materials shall be collected from each dwelling unit twice per month. Commercial refuse shall be collected from each commercial establishment a minimum of once per week. Nothing shall prevent a person from delivering his/her/its garbage or rubbish to a county landfill, or his/her/its recyclable materials to a recycling center, but the minimum garbage charge and recycling charges shall be charged each month whether or not the service is used.
