The fees set forth in Sections 20.24.020, 20.24.050, 20.24.060, 20.24.080 and 20.24.090 shall, each and all, automatically increase effective February 1st of each year without any necessity of such sections being rewritten or updated, by an amount equal to eighty percent of the annual average increase in the Seattle-Tacoma Consumer Price Index for All Urban Consumers (Seattle CPI-U) for the prior year.
