The fire chief shall supervise and see that all property of the fire department is at all times kept in repair and ready for use. The fire chief shall provide an annual report, in writing, to the city council during the first meeting in July, or when otherwise directed by the mayor or city administrator, that at a minimum summarizes the activities of the fire department for the preceding year, recites the then-existing staffing level and shifts of the department, recites the condition of the fire apparatus and real estate, and recommends any changes that he or she deems necessary or advisable.
