"Enhance" means to strengthen any of the basic functional properties listed in Section 16.06.050 that exist but do not perform at optimum efficiency. "Optimum" refers to the most favorable or best performance of each function achievable for a specific segment of stream corridor. (Ord. 2123, § 1 (Att.), 2021.)
