The fund shall be used for providing improvements to the existing facility, used as matching funds for state grants and for all other capital expenditures necessary for the improvements of the pool described in the application for funding by the city of Selah to the Washington State Interagency Committee for Outdoor Recreation on an application dated May 27, 1980.
