The clerk-treasurer shall deposit twenty-six thousand dollars from the current expense fund for the initial deposit in the fund. There shall be a loan of fifty thousand four hundred ninety dollars from the 1973 water and sewer system construction fund with interest at the rate of 6.35 percent per annum from the date of deposit to this fund, which sum shall be paid upon receipt of fifty thousand four hundred ninety dollars or more, from the Washington State Interagency Committee For Outdoor Recreation, or upon the demand of the council for repayment.
