The off-street parking cumulative reserve fund shall be used exclusively for the obtaining of property by lease, purchase or by eminent domain in the manner provided by law for exercise of this power by cities, and the financing of economic and physical surveys and plans, and construction for off-street parking and the maintenance and management of such off-street parking spaces and facilities.
