Permits, certificates, or other approvals issued on the basis of plans and applications approved by the official enforcing this title authorize only the construction or use set forth therein. Construction or use at variance with such permits, certificates or approvals without authorization is a violation of this title and punishable as provided in Section 11.25.010. (Ord. 2032, § 1 (Exh.
