The subdivision applicant shall submit design and engineering plans to the city of Selah public works director for all improvements required pursuant to the provisions of this title. No construction of improvements shall begin before the public works director has approved the plans in accordance with the provisions of the city's Design, Construction Standards, and Specifications Manual for Public Works Improvements as adopted in Section 13.01.010.
