A plot plan of every new or enlarged off-street parking lot shall be filed with the city prior to the commencement of construction. The plan shall be drawn to a minimum scale of one inch for each fifty feet, and shall indicate the proposed development, including locations, size, shape, design, curb cuts, lighting, landscaping, irrigation and other features and appurtenances of the proposed parking lot.
