No department head or person directing the performance of work shall authorize any employee or officer to work any hours in excess of his regularly scheduled work week, as herein defined, unless there are available sufficient funds within the budget to pay the added cost of such additional work, and nothing in the ordinance codified herein shall authorize any department head or person directing the performance of work to exceed any budget item.
