It shall be understood by all volunteer firefighters that they are performing this service without contract or expectation of compensation for this general, civic, charitable and humanitarian service. Therefore it shall be understood that these services are performed at the discretion of the city, and the city reserves the right to schedule hours as volunteer services become necessary. Volunteers should have no expectation of employment and no right to grievance procedures or other city internal disputed resolution procedures. However, the city, in order to show their appreciation of the dedication and risk of life involved in the performance of these duties, will provide funds yearly to compensate the volunteer firefighters and officers for out of pocket expenses, transportation, uniform cleaning fees, as well as books, supplies or other material needed for training and performance of this duty. For personal expenses, the city will provide reasonable benefits to include liability insurance, employer share of Washington Volunteer Firemen's Relief and Pension Act and any insurance the city deems necessary for the performance of volunteer duty.

The city, in seeking to show its gratitude to the volunteers for their devotion to duty at all times of the day in all types of hazardous conditions and/or weather, will endeavor to provide, in addition to the above personal expenses, a nominal amount of compensation for the services rendered.
