The position of mayor pro tempore shall be chosen annually by majority vote of those members present. The selection shall be made within the month of January. The mayor pro tempore shall perform all the duties of the office of the mayor in the mayor's absence with the exception of hiring or discharge of city employees or veto of policy matters during a meeting.
