The city council shall hold a regular meeting on the second Tuesday and also on the fourth Tuesday during calendar months January, February, March, April, May, July, August, September, October and November; provided, that such dates do not fall on an observed legal holiday. During calendar months June and December, the city council shall hold a regular meeting on the second Tuesday (but not on the fourth Tuesday) of such calendar months; provided, that such dates do not fall on an observed legal holiday. If any presumptive regular meeting date would fall on an observed legal holiday, no regular meeting shall occur on such date and the city council shall vote during a preceding regular meeting to reschedule such affected regular meeting to a different date. Each regular meeting shall commence at five thirty p.m. The city council may also, when it deems it necessary, vote to schedule a study session to occur on any date and to commence at any time.
